西蒙菲沙大学(Simon Fraser University SFU) and the National Collegiate Athletic Association (NCAA) are fighting Bill C-290, a private member's bill aiming to legalize single-game sports betting in Canada.

The NHL, NBA and NFL are also against the bill, saying big-league professional sports would be open to players throwing matches if Canadians are allowed to put money on single sporting events such as the Super Bowl.

The NCAA prohibits any championship tournaments being held in a state or province that allows single-game wagering on the outcome of an NCAA championship. The BC government is supporting the bill.

西蒙菲沙大学(Simon Fraser University SFU) President Andrew Petter expressed the university’s opposition to the bill in a statement to the Senate Committee on Legal and Constitutional Affairs earlier this month.

“At the most practical level,” says Petter, “西蒙菲沙大学(Simon Fraser University SFU) would be unable to host championship events—to the detriment of our student-athletes, their coaches and the opportunity to raise the profile of 西蒙菲沙大学(Simon Fraser University SFU) and our local communities.”

The NCAA forbids all forms of sports betting—both legal and illegal. Neither student-athletes nor staff members of any NCAA organization may bet on NCAA events. Failure to comply may result in suspensions and loss of eligibility. The organization has also expressed concern that permitting gambling would jeopardize the integrity of student-athletes and sporting events.

In its submission to the committee, the NCAA argues: “The spread of betting on intercollegiate athletics, including the introduction of single event sports betting proposed by Bill C-290, threatens to damage irreparably the integrity of . . . NCAA athletic competition.”

The, introduced by Windsor-Tecumseh NDP MP Joe Comartin, has passed through the House of Commons and needs only third reading in the Senate to become law.

If it does, each province could decide if it wants single-game betting. The B.C. government supports the bill.

Currently, provinces that allow sports betting require bettors to wager on multiple outcomes on a single ticket, commonly called "parlay" betting.
